      Two Texas health departments are seeking multiple contractors to fulfill a statewide PR and advertising contract that would last five years and is worth as much as $45 million. 

      The Texas Health and Human Services Commission and the state Department of Health and Human Services are planning to establish a contractor pool to solicit bids for a campaign.  

      Texas capped total compensation for the initial contract at $45 million, per state solicitation documents, with the right to increase the amount. The initial term of any contract is five years. Acceptance to the pool means contractors become qualified to participate to receive work orders from the state, per the solicitation. 

      Texas is seeking shops to provide services including public awareness, education, communication, market research and evaluation for advertising campaigns, per state solicitation documents. Every contractor must fulfill the campaign’s public awareness, education and communication service requirements as outlined in the RFP and follow the work-application process.  

      Texas is also requiring services such as analytical predictive studies and surveys, consulting, research and evaluation, human services and productivity audits and social media management. It is also looking for marketing services such as distribution of public option surveys, research and sales promotions, per the solicitation.  

      Contracts will be fulfilled as needed by the two health departments, which will issue a work order request using a template included in the RFP when either has determined a need for services. 

      Texas released the RFP on March 10, and the deadline for submissions was April 22. The evaluation period is scheduled for April, anticipated notice of award for August and the contract is set to start in November, per the solicitation.

      Texas reserves the right to increase the amount of the contract should additional state or federal funding become available, according to the RFP. 

      The Texas Health and Human Services Commission and the Department of Health and Human Services are distinct but related state agencies. The former is responsible for managing the state’s health and human services system, while the latter focuses on core public health functions and improving health, safety and well-being. 

      Representatives from the two organizations did not return requests seeking comment.
